  • Virginia applies ONE four-bracket progressive schedule to all filing statuses (Va. Code § 58.1-320): 2% up to $3,000, 3% from $3,000-$5,000, 5% from $5,000-$17,000, and 5.75% over $17,000. Only the standard deduction and exemption count vary by status.
  • These rates and thresholds are statutory and have been unchanged for decades.
  • Virginia 2025 standard deduction: $8,750 single, $17,500 married filing jointly, $8,750 married filing separately. It is scheduled to revert to $3,000/$6,000 after tax year 2026 unless extended.
  • Virginia recognises only three filing statuses (1=Single, 2=Joint, 3=Married filing separately); a head-of-household filer uses Filing Status 1, so this module maps head of household onto the single standard deduction and single base exemption.
  • Personal exemption is $930 per exemption: one for the taxpayer, one for a spouse on a joint return, and one per dependent.
  • When itemizing, Virginia applies NO $10,000 SALT cap and adds back state income tax (you cannot deduct Virginia income tax on the Virginia return).
  • Virginia starts from federal AGI and conforms to the federal pre-tax 401(k) and HSA treatment, so its AGI begins from the federal AGI with no add-backs.
  • Not modelled: the Spouse Tax Adjustment (up to $259 off for joint filers, which requires each spouse's separate taxable income), the income-based age deduction (65+), low-income/earned-income credits, and Schedule ADJ additions/subtractions.
