  • Massachusetts levies a single flat rate of 5% (2025) on Massachusetts taxable income — no brackets for ordinary income.
  • A 4% surtax (the 'millionaires tax' / Fair Share Amendment) applies on top of the 5% to the portion of taxable income above $1,083,150 (2025), so that slice is taxed at a combined 9%. The threshold is indexed to inflation ($1,000,000 in 2023, $1,053,750 in 2024, $1,083,150 in 2025).
  • The tax base is FEDERAL AGI (used as a proxy for Massachusetts gross income), not federal taxable income; Massachusetts does NOT allow the federal standard deduction or federal itemized deductions.
